Agora Partners was hired by the City of Sacramento to advise on the redevelopment and ongoing operation of the Old Sacramento Public Market and its surrounding public realm, which anchors Old Sacramento, the region’s top tourist destination that attracts millions of annual visitors. In December 2025, Sacramento’s City Council and Mayor endorsed the Agora-created development program that will include six new restaurants and a series of programmed public spaces. Agora Partners understood that in order for the City to achieve this, the Public Market would have to be a vibrant and vital amenities to local residents and downtown workers, in addition to visitors from around northern California and the rest of the world.

Agora Partners assisted in creating a development and management model for the capital improvements to and operation of the revitalized public market. Agora Partners also assisted the City in establishing projected operating expenses for the public market as well as revenue projections to understand the constraints and opportunities for potential operators.

In 2025, Agora Partners was hired again to create a programming and activation strategy for the Public Spaces in between the new retail buildings at the Public Market Site, including the redeveloped central plaza. Agora also created alternative programs and layouts for temporary and seasonal vending in the public space, and supported Stantec to develop coordinated site plans
